We are proud to share a new policy brief authored by our colleague Paulina Behluli, offering a timely and insightful overview of Kosovo’s evolving digital and data landscape.
Situated at the crossroads of Southeast Europe, Kosovo has made remarkable strides in digital connectivity and innovation, with near-universal internet access and the highest 5G coverage in the Western Balkans. However, gaps remain in digital literacy, data governance frameworks, and cross-sectoral collaboration — challenges that could hinder its full potential as a digital leader.
This policy brief explores how Kosovo can consolidate its progress by embedding data stewardship practices across its public sector, ensuring sustainable and responsible digital transformation.
The brief proposes concrete pathways forward, including the establishment of a Government Chief Data Steward, the development of a robust national data governance framework, and the strengthening of cross-sectoral partnerships to unlock the value of data for economic growth and public good.
